Whether Werlich actually sent the RAPCON TAPES, or the transcription included in the Blue Book file is unknown. VFR rules govern flight during periods of good visibility and limited cloud cover (i.e., a pilot’s ability to fly and navigate by looking out the windows of the airplane). Aircraft flying under the VFR system are not required to be in contact with air traffic controllers. In this instance, Werlich’s statement is unclear. Perhaps he is referring to the point where the pilot takes over visually during landing.
